Some selected Department Heads of the Provincial Government of Cagayan with the initiative of Ma. Olivia B. Pascual, Board Member of the 1st District of the province and Committee Chair on Health, Population, Sanitation and Safety; and Dr. Marcos Mallillin, Provincial Health Officer conducted a benchmarking mission on the Consignment System of Misamis Oriental in the said province on February 26-29, 2012.
The activity aimed to study thoroughly the consignment system of Misamis Oriental on the procurement of medicines. This will serve as a basis for the creation of the Implementing Rules and Regulations (IRR) of the ordinance endorsed by BM Pascual entitled “An Ordinance Institutionalizing the Cagayan Consignment System.” The ordinance aims to improve the medical service of the province by selling affordable medicines to the constituents.
Dr. Ignacio Moreno, PHO of Misamis Oriental; Dr. Ramon Neri, Chief of Hospital of MisOrPH-Balingasag; and the representatives of Unilab explained to the participants how they came up with the consignment system.
Meanwhile, during the open forum BM Pascual, Ms. Elizabeth Palmea (OIC-GSO, Cagayan), Dr. Marcos Mallillin and Atty. Joseph P. Pauig (Chief of Staff-Go, Cagayan) expounded on the issues such mode of procurement, payment, handling of medicines and others.
On the other hand, Governor Oscar Moreno in his message to the PGC participants emphasized that it was not easy for the province of Misamis to implement their current system. “Political will is important to implement this kind of project because this calls for a total change of the old system that everyone was used to,” he added.
Meanwhile, as the Cagayan province’s spokesperson, BM Pascual extended her gratitude on behalf of the participants and the Provincial Government of Cagayan to the warm hospitality of the officials and people of Misamis Oriental. “We are grateful for sharing to us your experience in the implementation of your consignment system,” she said.
After the open forum, the group proceeded to MisOrPH-Balingasag for an ocular inspection of their warehouse and to have a first-hand experience on the whole procedure of the consignment system of Misamis.
